I'm a respectful member of lichess community for many years. I don't believe I was doing any of the activities noted on the timeout message to warrant a timeout.
Can someone review? Was this a false positive?
If not, why after my prior game where completed the game, and waited while my opponent timed out did I get a time out penalty?

Thank you, however that link doesn't go to any actual means of appeal. There was no form for submission. Just a list of reasons I might have been timed out.
It looks like you aborted many games which may have lead to a temporary playban, as the warning when games are aborted indicates. If you wish to discuss that with the lichess moderators, you can use the "I want to discuss a warning I received" or the "I have another issue to discuss" choices on that form. However, if you continue to abort games, you will continue to receive playbans.
It's it possible to see the list of games I aborted?
