Strange Draw offer (in a winning position)

I was looking at some line just out of the opening, find this strange draw, i was wondering why a super-GM allows a draw in a likely winning position, SF evaluation is about +3. what do you think? Maybe low on time? but after 24 moves would be olso strange lichess.org/R5IuSSTE/black#43
Yes white has an advantage, so I guess white was low on time. It is not unusual for top grandmasters to get into time trouble around move 20. If two equally strong grandmasters play, the one who plays slower has the better winning chances. Maybe they were both at 1 minute or so.
Another interesting thing is computer analysis. It say only one inaccuracy by black. No blunder or no mistake. But white has big advantage.
Could also be that the two are friendly with each other, and agreed to draw since one had to go.
This was the second game in one of the FIDE World Knockout Championships - a draw was all Ponomariov needed to win the overall match. He gets to continue and conserve his energy, while Ivanchuk gets a draw in a lost position.
