It doesn't. Chess.com just hadn't found clear statistical evidence aka proof (presuming they were even searching for it), which is very hard to do. That does not mean Hans didn't cheat OTB or that chess.com thinks he didn't. Also most evidence for Hans cheating OTB are not statistical.

Hard to understand what you are saying.
There is plenty of evidence. To me biggest ones are Han's failure to explain his perfect moves, backing down from situations where he has to explain his moves and his past cheating.
