Yes, mouse is much faster. You can train your aim on websites like humanbenchmark.com. I have this tip from a FM and he wrote the blog "how to get better in Bullet".

Lots of players I know rated from 2000-2600 Bullet say they don't play with mouse because mouse is slower. But i also know a 2800+ bullet player but I assume he does not play with touch.

It depends on your aim. If you have good aim it'll be easy to play with mouse, otherwise not.

Fun blog to read, using a phone is an alternative too (I use phone as I'm not very fast with mouse)
