If you haven't noticed, when you view somebody else's game it redirects to the analysis board, which has a different chat than the actual game. So if you say something while in the game it won't show up in the analysis board. But if you say something in the analysis board it will show up in the board's chat.

Nope. Since the chat was in the game board and not the analysis one, I can't see it. Can you? If you can, it means that the chat will carry over if you were watching the game during the match. But you probably can't, because the chat doesn't carry over even for me as a PLAYER.

I conclude that you cannot find the chats of users during a game unless you are one of the players, in which you can get to that game without redirecting to the analysis board.

Observers can post notes in the spectator box. They remain unseen until the completion of a game to the two players in a game. Observers are free to discuss the game with each other while comments remain unseen by the players. Players remain free to chat if their settings permit it.
That's been my experience, as I've seen notes left in my games by observers only after the game ends and I go to review the game in the main window, not in analysis window.
