If I close the account, can I open a new account with this account's mail?

I'm pretty sure that it's one account AT A TIME per email address. If you close an account, you should be able to open a new one with the same email address. Unless that changed, but I haven't seen anything about it in the change-logs.

What you probably can't do is re-open the first account once you reuse the email. And you would need a new email if you wanted to run with 2 lichess accounts.
