New "signal" icon

What is the new "signal" icon next to a player's name telling us? Their connectivity strength? How does Lichess know?

I guess it is about ping. I am not sure but I guess it might be internet connection or ping.

I just did some researched and it is on ping and network.

I'm not very glad of it. I prefer to see the flair.
