My guess is India.
Indian cuisine is the best because of the taste, basically the wide range and diversity of flavors, which thankfully due to the 40+ variety of spices is absolutely delicious.
Spicy is the best kind of food.
By your criteria, it would be Thailand. Better spicy food.
But the best cuisine is undoubtedly that of Italy. They quite literally turned food into an art form.
I enjoy Thai. After I shuffle more vegan foods into my diet, I'm not sure if my favorite will be Thai or something else. Indian?

I feel that italian food is kinda bland except perhaps the sphaggetis and pastas with chilli sauce and garlic?
But its individual preference soo..
And yeah Thai is my second favourite cuisine
