Ah so the IMF lending money to Yugoslavia, and then when they were neck-deep in debt making a bunch of conditions that would make "life for democracy" much more hospitable doesn't count? Also known as the implementation of Market Economy.
So now you're faulting the market economy for not screwing over lenders? Couldn't I just counter by pointing out that the borrowers were the Yugoslav communist elites?

More importantly-- how is NATO responsible for Yugoslavia taking out loans that it couldn't repay?

When did I say that? I said the market economy (which, by the way, was the fault of Yugoslavia as well. Market economics and Socialism cannot co-exist, as proven by this case) screwed over Yugoslavia (the borrowers). They were a small country, and didn't have the production capabilities of the Soviet Union. After the Tito-Stalin split, they were essentially on their own.

Well otherwise, Yugoslavia would just run out of resources and slowly die out.
