in this variant, starting position is same as regular but there is no checks and goal is not to checkmate but to stalemate

If there are no checks, stalemate has no meaning, because the opposing king can never be trapped. Even if you surrounded the enemy king with your pieces, it could simply take them.
no but the king can't walk into checks. it just means that you can't give check directly
