It's probably the wrong question :-)
To start with, there's probably a missing ending on it (such as "in order to [...]").
Now I'm going to go out on a limb and guess you mean "[...] in order to improve my chess", which is a general statement but good enough to set us on the track to an answer. Then I'd say the answer in #2 is not very far from accurate, as assuming you're doing "the right thing" then doing it as much as you can handle should give you the highest profit.
But... are you doing the right thing? Ahh, suddenly we're entering the land of better questions, but there are a lot of questions you can ask from this point and can help you with your goals. I'm going to stop here and hope my random thought helps you in any way.
In my personal case, my limit is "as long as I'm having fun" (because fun is one of my main goals), but I have no idea of how many games that is or did I ever count them. If I found myself thinking that the number of games/hours I invest is a key to my goals, I'd probably worry about finding better keys that are actually inherent to the problem at hand and that I'm likely missing.
