Native Language: English (West Cost, United States)

Context matters, too, but, generally speaking

"haha" -- open mouth, glottal stop to the breath between ha-and-ha (longer vowel sound) ... this is louder, along the lines of LOL (laugh-out-loud)

"hehe" -- teeth are closer together, could be pronounced as tee-he, with the "tee" having a dental stop, and the "he" having a glottal stop, thus, sotto voce -- more under-the-breath, a "chuckle" or quieter form of "haha"

"HaHa" -- Loud, like LOL
"hehe" -- Quiet, under-the-breath, "chuckle"

I speak American English, midland dialect. The difference between hehe and haha is more of a personal thing with me. Hehe is not in my vocabulary, I don't like the expression. I'd sooner say sneakers to mean gym shoes. But the difference to me is haha represents a gut laugh, hehe is a comment like the joke's on you.

Others make very good points.
Haha is checkmating someone with .01 seconds on the clock who shamelessly tries to flag you and Hehe is shamelessly flagging someone who has #1.
