Got 23 plus points even If I lost and He is 18 points smaller then me

I am 1772 that time with my opponent is 1769 And he beat me. He should be getting a 7 or 6 plus. But he got a 23 plus.
he beat a low-rated player with the same rating and got 10 plus.
