A question about advertising

So as you know, suggesting people to move somewhere or travel somewhere is generally not considered "bad advertising". However, it is advertising a nation. So I have a question:
Say that you created a team and declared it a micronation (one that claims territory but only really has a few people and a website/team HQ, which is online territory). Can you advertise that and put it as a travel suggestion/moving suggestion to go to your team? Technically speaking, that's inviting people to your micronation.
