What's the point in reporting cheaters if nothing is done to them?

Hello,
I reported a very obvious cheater 3 days ago who ripped 20 points from me, and I see nothing is done about him.
Please explain how can you not see the obvious cheating. This player has 1350 or something puzzle rating, after something like 250 puzzles. I believe cheaters are too lazy to put the position in a computer to solve it to them, so you can tell a lot from the puzzle rating.
But that is not the main evidence, just an extra.
You just have to look in this person playing, less than a month ago against the computer in casual 15-15 games.
This person is a total super extra patzer and yet in his late games he's turned into Kasparov in less than a month!
Do you really want this site to be ruined by turning into cheaters heaven?

Our moderators are notified every time you report another player for a potential infraction. If the moderators determine that the cheated, they will be labeled and barred from playing rated games.

If you feel like nothing is being done, you're more then welcome to browse the QA (lichess.org/qa) and see plenty enough proof that our moderators are constantly checking into reports regardless if it's just cheating or if a player is trolling or among other things.

I'm sure the moderators check the reports.
I just would like an explanation why whoever checked my report didn't think this obvious cheater isn't cheating.
Watching his games against stockfish level 1 and 2 made me laugh hard. So many idiotic moves, miles apart from his perfect games from last week.
It's so obvious, and I'm the one getting punished being ripped of 20 hard earned points.

Ok, now I got a notification that someone I reported was banned. It is the less obvious one of the two I reported, which I was not 100% sure and based my suspicions mostly on his very low puzzle score compared to his super high classical and his super perfect play.
The more obvious one is still there, and I didn't get a refund of points in any case.

I wouldn't fret over it, I know it can be frustrating trying to progress when you feel like every other person is cheating, but you improve and eventually get to a point where hopefully won't have to deal with a cheater so often.

I think that I'm already at this point.
I was very happy to find this site, as it seemed that the cheat detection is working good. out of 123 games, I only felt that I was playing a cheater 4-5 times tops.
That's why it frustrated me running into 2 cheaters in one day, one after the other (with a loss to a legit player between them). Cheaters really ruin the game.

But why am I not being refunded the points they stole from me?
