Okay...so when you click 'new opponent' what it does is create a new game of that variation with the exact same time setting you just used.
So, if your opponent also clicks new game; it will definitely match you two up; especially on variants or odd time slots where there wont be other people in the lobby with the same settings.
If you dont want to play the same person then change the time setting. Or as the other user said; block them; and unblock them later. Or; if its a normal time setting (like 5:0 standard blitz) just wait a few seconds after the game end to click new opponent.

@breakreign I think that functionality was already explained and it's just a button's name that might be changed. :)
