Let's not try to solve the problem on the other end.

These afk'ers are the problem. And they don't even have to wait for anything, they're just getting away with their anti-social behaviour.

I sign up for tournaments to play. Not to wait while, unlike these a-holes, keeping a careful watch if the next round is starting.
I've had the 2 in a row in a couple of tournaments. I often look up my non-moving (afk) opponents. I found one playing games outside of the tournament while his clock ran down in my game. Two others were guilty of being afk/non-moving in multiple games (I think I noted that in one profile I saw something like 8 non-moving tournament games in a 2 day period). Obviously lichess has absolutely no measures in place to handle this.

In contrast - in almost 50 tournament games on chess(dot)com, I've yet to encounter a single afk/non-mover.
