Suggestion: remove off-topic discussion

You're too focused on trying to control other people. Most of the world is the opposite from you. They concern themselves with things that affect them.

I've never you seen you complain about something that affected you.
All jokes aside, I think there is are larger issues to be addressed regarding spam and forums: A lot of people seem to be going around these days branding specific threads as "spam" because they don't understand the purpose of the thread, they think the thread is repetitive, they don't like the thread, etc. Closely related to this issue is the problem of people using the forum etiquette as a bullying technique-- which, ironically, is more likely spam than the supposed spam.

Basically, spam in a forum context is either a post that contains generally unwanted information, is abusive, or unnecessary links. It can also be a post that doesn't relate to the theme of the forum.
In the off-topic section, pretty much any topic that, when discussed, doesn't violate social norms is fair game, so long as its actually a topic.

Among the threads you mentioned, the first three clearly do not qualify as spam. "What are forums" and the Harry Potter thread... well, I'm not sure, as I haven't read them. I'd wager that the last one you mentioned is probably actually spam (nobody would be interested in another person's boredom, so unless it's a discussion of boredom, you're likely right on that), but again, I haven't looked at it.

The purpose of the Off-Topic section is to essentially keep the other subforums focused on chess. I, for one, occasionally find hte off-topic section interesting. Granted, it used to be more so, but it's a place where people with a similar interest (chess) can discuss divers topics, which is nice.

If you don't enjoy the off-topic section, I'd suggest you ignore it. You haven't really provided a reason to get rid of it, after all-- you just said that you aren't a fan.

If you don't want to read off topic why do you watch those forums anyways? I didn't know about such topics like "How tall are you?", because I never go there. But why suppress them?

What is the point of this complaint? You're telling the people who run this site and who created the off topic forum that some comments are off topic and should be removed because it's taking up space on the server? That they should turn a computer resource problem (which only exists in your head - they'd already be handling it were it a real problem) into a problem which requires daily attention from humans? That's a terrible idea! How about you just exercise your right to not visit the off topic forum, and/or simply skip the messages which don't interest you?
Without the off-topic forum the kinds of posts you are complaining about would still get made, they would jut be scattered throughout the other forums instead.

At least this way you have a chance of ignoring them altogether.
