Yes, this is the exact definition of unequal (buffer was responding to #28 in that forum: "It most certainly means that Lichess does not now offer equal access for all members, to all features !").
I would argue that the accessibility of a feature itself is part of a feature. The existence of a simul itself isn't the feature itself: The feature also encompasses who gets to use it and to what extent do they get to use it. It is most certainly unequal. Lichess has no problem with this (they've done it before on other things too), but it appears the people do.
If some group of people have access to features and another group doesn't, that makes it unequal.
Frankly, #1 has a good idea. If you aren't willing to promote nontitled players next to titled players, at least give them a separate room. Sure, it's segregation, but it's better than nothing at all.
