Rating range does not work when the ratings are hidden

Here’s the steps to reproduce the bug:

1. Turn off the ratings in the preferences.
2. Create a game with rating range -50 to +200.
3. I got paired with lower rated opponents.

My rating is turned on in the preferences, but Im paired with lower rated opponents last 2 days.
(And now my account i flagged violating the terms.)
