I lost 21 points in a game and suspected the opponent of cheating. Reported using the link. A few days later after the opponent had bumped his rating up a bit more they ban him for cheating. 6 points were returned to me. Why not the full amount lost?

I lost 21 points, had to report this guy a few times after watching him a few more days, finally he gets banned (obvious cheater was obviously cheating, why did it take so long with multiple reports?) - and only some of the points returned. What is going on?
