new game start timer on 1st move?

Does anyone else think that there should be a timeout timer set for making the 1st move of a new game so that if your new playing partner fails to make a 1st move within say maybe 90 seconds or whatever that then the game is aborted? Black or White, no 1st move is just left hanging there until you give up and Abort, so it seems like a waste....
If you play in tournaments, there is a timeout timer set for making the first move of a new game.
I do not understand why Black,s clock does not start the moment White makes his first move.

For me it doesn't go far enough, if the start game timer runs down the other player should simply lose.

What happens in an OTB game if the player does not show? (I don't know as I have never played one)
In an over the board game the arbiter starts the clock of white at the agreed starting time. If a player is not in the playing room 1 h after the start of the game, then that player loses by forfeit.
I don't like it. If I feel I am waiting too long for my opponent I can abort. If it's a standard game I might be prepared to wait a couple of minutes for my opponent to turn up - assuming that their seek had been up a while and they had momentarily left to do something else while waiting. So I like it to be up to me when I abort. And I find seeing the timer at the beginning of game a bit irritating - in the sense that it adds a bit of stress. If it doesn't do anything useful, why have it?
