My friend is hacked!

My friend @eeandy has been hacked by @Fishnotadish, I have tried with @eeandy multiple ways to try to not allow @Fishnotadish to log in, sadly, none worked, what he does is keeps closing his account, and although @fishnotadish account is closed, he can still somehow access, please mods, help my friend please!
