Configuration: Firefox 64-bit (fully updated) on Windows 10 1803 (fully updated). This looks like a minor rendering glitch in a correspondence game against Stockfish. My clock's green line is full-length, but I have ~66% of my time left for my next move (see red circled parts of this screenshot):
