I've finally found the answer to users who abandon games. Clearly the warning about temporary suspension doesn't work for many.

So I suggest they lose 5 rating points every time they abandon a game. It's worth a try.
If some users continue aborting many games after receiving the warning then they will be temporarily banned. Sometimes they need to abort games because they don't have time to play or they started it by mistake. Losing 5 points is not a good idea on my opinion.
If Players Keep Aborting, They Receive A 10 Minute Ban. It's NOT Publicly Indicated In Their Profile. If They Continues To Keep Aborting More Games, The Length Of The Playban Increases. Even If They Keep Continuing This, This May Lead In Account Closure. Losing 5 Points Is NOT A Good Idea.

Points reflect how good a player is. If you reduce someone's points then they're better than they look, so it becomes less use as a metric for matching people.
Also, it means that abandoning games would be a way of sandbagging without punishment (you get warned and eventually banned if you sandbag ordinarily).
