Lichess banning policy

What part of this behaviour does lichess find not to be worthy of a ban? Not only did he insult me in chat, he also proceeded to private message me with more similar insults. I reported him, and all of the messages individually, yet Lichess doesn't seem to care at all. How does this work, exactly?
they act private, with the accused. They may be muted and if they do it again may be suspend for a time. You'll never know what they'll do.
I think lichess believes in giving the benefit of the doubt to the offender and second chance to correct behaviour. It is a fine balancing act between banning players aggressively and trying to increase the number of registered players at lichess without offending many of them. I think the same decision making process goes to evaluating sandbaggers which there are plenty of them because of the pleasure of hiding behind low rating and winning a victory which glorifies the spirit of seemingly weak revenging his chance to success against the presumed strong. Additionally, I don't think lichess has the resources to deal with an enourmous amount of sandbagging and insult cases.
