I have no idea what made Black in the first place, even if he was disturbed, letting time run out is still better than forfeiting (did he not know the rules?)

Also you mention "lack of draw offer from opponent" while the game link shows that Black offered draw and you didn't accept it (in which case you should have)

I was sure it will end as draw. The reason of not accepting it because I sent a draw offer to him/her earlier and s/he didn't accept it.
When s/he offered me back, I denied it to make my time out.

Properly played, this would have been a draw. But, as has been said before, when a player resigns, they lose, regardless of the position.

I've seen games where very strong players blunder by resigning in winning positions (possibly the biggest blunder possible), so it's not surprising that players at our "merely human" level can make similar blunders.
