Adjustment request for claim victory feature

Sounds convincingly. Anyway, it is good to know that a missing completion rate is the same as a low completion rate if a player is not a newbie here or if he is not a genius, winning all his games.

Rapid quitters update: Recently I had a quitter in a 10+5 rapid who got 1 minute tolerance. 10% seems reasonable. He returned. I also see why the zero-tolerance guy deserves it: He still has no completion rate, and he lost two more games by quitting. @ Lichess: Good tuning, please keep it.
