Abandoning a game without resigning incurs no penalty

I was playing a game, my opponent @caodarkdisaster made a blunder and immediately quit the game without resigning. He or she was already playing another game while I was sitting there waiting for the Claim Victory prompt to appear.

It's clear that this type of behavior is not penalized.
I believe some users have been banned for ragequit behavior. Why didn't you report the user?

When does the "claim victory" prompt appear?
It seems to me that sometimes it appears almost immediately , while in other games you have to wait too long...
It depends on the base of the time control. In a 5+8 game the time out comes pretty fast, but in a 10+0 game (which is often shorter than 5+8) you have to wait for ages.

Lichess should lower the waiting time for notorious "leavers". For some people that's their normal habit. I block them after the game, but that doesn't help much. :(

Blocking helps only in "single" games.
In tournaments there is no blocking. You can play against a blocked player.
The "Claim Victory" message usually appears pretty quickly for me if my opponents leave (I play almost exclusively 10+0 time control on Lichess).

That being said, it seems like delasked isn't the only person whose "Claim Victory" takes a minute to appear. I wonder why it's different.
I have experienced several times, that a user loses connection one move before I check mate them. Of cause it could be that they simply lost connection, but it seem highly suspicious. It is as if they do it just to annoy. If the site kept track of how often a user does this, then repeat offenders could be penalized.

@thibault : Cool. Are the punishment sufficient hard and visible to the user, so that they will change their behavior?
