How a World Chess Champions' game philosophy could save the World!

In doing some research on a relatively uncommented Petrosian game, I came across a mysterious rook move that set me off philosophically in a relatively big way:
My first thought was that this seemed to be one of those Nimzovichian "Mysterious rook moves". Now I have incorrectly thought that those kinds of moves are dealing with quite immediate threats in advance. But here, in this case, it seems as though the "threat" is an acknowledgment that Black MIGHT have an undermining plan of a5-a4 axb3 in the distant future.
The notion of handling threats INDEPENDENT of timing perhaps should be considered by World leaders in order to address issues like Climate change before it is too late. Sometimes it is easier to handle issues from a distance. Thankfully action is starting to be taken, and there is a drive for electric cars and other movements. There is a saying "Prevention is better than cure" which often has many benefits both in chess and in real life.
Anyway, back to the chess...
Petrosian starts actions on the Kingside later:
a5 is played. but we now have the "b4 button" ready - if a4 then b4 :)
Pawns don't go backward. The f5 square is weakened by this, and f5 is now celebrated by Petrosian.
White's "freehand" on the Kingside is helped to know that anytime a4 happens, b4 is the response :)
A dreaded "Thorn pawn is installed". This is often a winning structural element that modern Neural Networks have highlighted (en route to taking over the world and making us their slaves - see Global threats above) :
Finally, we see a "token a4"
You guessed it : b4:
Keeping things secure. no rook coming to a2 in a hurry to pin things. Petrosian has learned well from Aron Nimzovich who talked at great length of positional security.
b5... Rg1 - going for the King now - forget about c4
End of game. Black resigned. Getting mated is inevitable!
