Opponent’s timer was run out, but I lost the game.

During the rated game with ArsenZazulin we played with no issues for a few minutes, then I made a move and opponent didn’t move any pieces until his time ran off. After his timer reached zero, rated points were not awarded to either players. I left the screen, and came back to it, to my surprise it showed I lost !!! It’s a bug! There was a message about upcoming server restart during the game, but I believe we are still within the limits. Please investigate to avoid such frustration in the future.

That sounds like your connection was down during that time.
You timed out after 28 ... f5, so I assume the move you made was your 29th and never reached the server.

There's nothing lichess can do to fix your connection but they do their best about frustration. If I'm not mistaken, a warning should appear when you disconnect. In such cases, I quickly try another device/network (such as the phone with 3g) to continue the game without flagging.

Well, that's your fault... Sometimes your connection is bad and there's nothing you can do and you'll lose, but some other times you can do something (as I mentioned about a 2nd device/network) but if you just leave it you may not see the warning that you're disconnected.

My connection was good, never saw any disconnection warnings, and I left only after the opponent's timer was out. Seems like a bug ... btw, never happened to me before

it's not a bug you got disconnected and for some reason your browser never told you or you never saw

but if you truly believe its a bug then do this
open cmd or terminial
and type ping lichess.org -n 100
and then post the stats here
like this:
Ping statistics for 152.228.187.173:
Packets: Sent = 100, Received = 100, Lost = 0 (0% loss),
Approximate round trip times in milli-seconds:
Minimum = 165ms, Maximum = 165ms, Average = 165ms

this says my connection to lichess is rock solid
if we get a lot of people to do it
we can prove if its lichess that is the problem
or is it your internet

And I played on iPhone's app, so there is no browser involved
