OTB Tournament directors could easily say only computers or laptops permitted. No tablets, no telephones and no chess pieces required. They could also add to the joining instructions : Linux only laptops, browser in full screen, Kiosk private mode during tournament. Normally restrictions reduces the number of players, but on the other hand, it can make the tournament more enjoyable without the concerns of players using other features to better their chances of winning.
Imagine a table with a plexiglass separating the two players. Each on a laptop full screen and a mirror showing your opponents screen for honestly. OTB with virtual pieces. If there was a chess tournament like that in my area, I'd join and bring my laptop.
It's up to players to show up on the site with the appropriate equipment. Everyone should be on the same intranet or internet.
Disconnects are a personal problem, that distracts the opponents. There are rules about distracting others. The same rules should apply for an on line chess tournament.
