Require RD<=40. The leaderboards will be empty until the RD floor is lowered again
As far as I know, to stay on the leaderboard now you need to play a rated game last week. Any game counts, even when it is 2900 vs 1500. I saw a handful of guys exploiting this fact to stay on the top in different leaderboards. I'd suggest to count a rated game played for being active on the leaderboard only if the rating difference at the moment of playing is less than 500. This doesn't change anything in the rating system itself, but I think such a measure would help vs the cases like that that @letzplaykrazy mentioned.
The only problem with that is sometimes you have players like Penguin that are legitimately 300 points higher than the field and have a hard time finding any games at all with players in their range. You might be able to do something by combining rank/rating, e.g. within 500 points or top 200.
