The internet is like roads you can go to work and have no traffic but then go to a friend and have road blocks or traffic slowing your connection or stopping you.
Now lichess can't fix this because they dont own the roads third partys do
you can download winmtr and put lichess in and see where the problem is and then see how can you avoid it by either
using a different dns or manually routing or asking your isp for help
also general rules for a good connection use wired and not wireless and dont download during a chess game that might cause problems as well
