I don't think thibault would come to your study again unless you did another thing wrong, go ahead and time him out if you are brave.

rules must apply to all or none , if even a chess site owner breaks TOS then there is in place punishments for such behaviour ,

Something like this would happen, according to my calculations. But, only if sir thibault has joined your team, posted a message, and you thought it'd be fun to time out thibualt, after all these statements are true you can do your work.

Lichess gave you absolute power to time out members of your team at your discretion. Hence, if you do, you're not going to be timed out, even if it's thibault. It is likely however that he would be slightly annoyed and leave your team/ study. Or maybe he would be amused, who knows.
