why draw?

Why DRAW?

So black runs out of time, white cannot checkmate = draw.

idk maybe the person showed pity
or maybe the person had to do something else that lasts for more than 36 seconds so he/she had to leave, so he/she decided to offer a draw to make sure he/she didn't lose much rating
For example, maybe he/she was told by his/her parents to do chores or something

I know that kind of situation, but it would be an extremely toxic situation if I couldn't even spend the few seconds to do the checkmate
