Players do not accept rematches anymore.

I used to play a lot of players who are willing to accept a rematch offer so many times, whether they won or lost the game. Now a player who wants a rematch is so rare that I suspect that the system deliberately pairs me with people who do not want a rematch.
Playing multiple games with one player has its advantages. It helps players to understand a particular opening line more after playing against the same set of openings with the same type of style over many games.
For someone who likes to rematch it can be quite sad when your rematch offers get turned down so consistently.
Lastly, playing multiple matches against the same opponents increases the chances of social interaction, which is definitely a plus for the chess community.

I believe that Lichess can set up the pairing system so that rematchers are likelier to face rematchers and otherwise.

Personally, I rarely do rematches simply because the first thing I want to do is to analyze the game I just played, particularly if I had the distinct feeling that either I or my opponent made a mistake that wasn't punished. That being said, I'm also sub 1k elo so I'm really in the minimize blunders phase rather than the practice specific openings and variations phase.

Once I git gud I will probably rematch more often, but for now my time is better spent figuring out what I missed.
@DavidAbelPhotography how does lichess find out who these rematchers are keep track of how often each players offer it?
But it also means pairing system must now account for that which is more work.
For something that prop wont change much because if most people decline or ingore rematch making a system for the few that due seems a waste
@for_cryingout_loud Obviously, programmers can implement these changes. So asking me how they'd do it is ridiculous because they have put in more complex systems in place.

More work is all the Lichess team has done since it's inception. "More work" is the reason Lichess has gotten better consistently.

As for most people rematching we don't need most people to change. Rematchers just need the face rematchers more and there'll be more rematches. No need to change anyone. Besides if the improvement can make a few people better off without making anyone worse off it is not a waste.
That's basic economics.
any additional constraints on pairings will lead to slower pairings. i have my doubts that the devs are willing to slow down pairings for something that only matters to very few people.
