Should I report people timing out or leaving games without resigning?

Do you read and care about such reports? Should I continue and make them or give up?

I don't think it happen enough. Some short bans is not enough to stop this problematic behaviour. They would need to have their accounts closed permanently after multiple offences.
Godness me, now you are really exaggerating, @Youcandothis. They use the time you agreed on using for that game! Sure it is not polite to just quit or stop moving when it must be clear to any opponent that the loss is inevitable. But those temporary bans are sufficient.
I got those warnings when in a desperate situation I was calculating some possible escape and thus forgot the time. So it is not always clear what the reason is when spmebody stops moving. I'd rather be a little more generous than banning someone who didn't deserve it.
It's probably too complicated for the algorithm to find out who is just trying to let the time run out (like when there is a mate in 3 and the guy offers a draw) and who is just using to find a way out of the threat (sometimes obvious lost positions are not really lost).

It should be easy to just count material. If someone is heavy down or just blundered or there is a mate in 1, then it should not be okay to just leave. Actually it should not be okay to leave a game at all without resigning, except for some rare disconnects.

In a time controlled game it does not make sense to use 30-50% of the gametime to look for a saving move, since that leads to a loss. Timing out or leaving in an even or winning position can be more okay. But if it happens often, then that player is not respecting his opponents and should have a penalty for that. Not just some 30 seconds, but something that they notice, like a day or a week.
