Even though a player's time has run out, I prefer the rules declare match a draw if opponent has insufficient material for mate.
This is the system Lichess uses, if you believe there's been a glitch where a draw wasn't declared you can show the game here.
Today I had a match where I timed out and opponent had insufficient material, however, match declared opponent winner.

K+B vs K+P isn't insufficient mating material (although I do believe that in this particular case, Black couldn't mate due to the promoting square being the same color as the bishop).
