rating refunded is not as much qs rating lost

I recently played a rapid game and reported a player. Lichess banned the player and refunded me
6 rating points but in the game i lost 13 ratings. Was this supposed to happen or can i get 7 ratings back ?

i played other games between but you are not adressing the right matter. It's about those 13 points lost in the game and only 6 refunded

What does this statement even mean, I literally posted the relevant part of the FAQ that says this does happen and is intended
