Why does this happen now?

I just played a game and it ended like this:

My opponent resigned with time left on the clock (quite a lot of time for a bullet game). Why did he get the warning?
He "thought" for 18 seconds in a 60 second game. He probably got the warning before he resigned.
@Doofenshmirtz it's his right to think over whether he can have a go or whether he can resign, as long as he still has time on the clock. I understand the warning when the time expires to let him know that he should resign instead of letting time run out, out of respect. But, with premoves, anything is possible. I will admit, when in a losing position, I will try to flag, and I even succeeded with the other guy having more than 20 seconds time advantage. It doesn't seem like a fair warning in this case. Especially since I don't know how the algorithm works in actually giving out that temporary ban. It would be quite irritating for me to get a ban for thinking without the clock running out when the game is over. I assume it would be the same for everyone.
@Dintzish0r Don't take too much time on any single move if you don't want to see that message/get a temporary ban. It's a fair warning because it applies to everyone equally.
@Doofenshmirtz I do believe that the definition of fair is a bit more than "applies to everyone equally". IMO it's a broken, flawed rule. Nowhere in the rules of chess does it tell me how much of my time I can use on a move. If I choose to play a 1 minute game, I expect to have 1 minute to think about all my moves, regardless of how much time I take on one of them. Getting this warning before time runs out or before checkmate is like being punished for a crime I was anywhere from unaware to thinking about committing. It's like getting a fine (or a warning, but the procedure is the same at least where I am from) for accelerating from 30 km/h to 40 km/h on a 50 km/h road.
@Dintzish0r Perhaps you can describe your alternative system which is fair/protects the player's "rights", and also punishes time-wasters?
@Doofenshmirtz sure. Issue the warning only when time runs out. The warning in itself is good. The time is not wasted if it's in game. You chose the time format when you started playing. You want faster games, choose a faster time format.
Um... I'm not sure why I'm being voted down. Not that I care, but, you know, I'm just explaining how the site works - don't shoot the messenger. If you're not happy with the rules here.....
@Doofenshmirtz That's like that one time Anand thought for 2 mins in a 5mins blitz game and still won, he's allowed to take his time, and artopine didn't let his time run out, he resigned, so why did he get a message saying that he got a warning for letting time run out.
Play with increment is a solution. You cannot waste the increment time.
