Sandbagger filter for unrated games

I know this topic has been discussed many many times, but come on, this is getting out of hand. So many good players are playing with lower provisional ratings then they actually should have. Those people are definitely not beginners that haven't played enough games to get a real rating, which I am more than willing to play, no problem. But many many strong player get an established lower rating and then stop playing rated games alltogether. It's really annoying, unfair and very easy to create a filter for. So please do Lichess. I want to be able to play unrated games against people at more or less my level.
The opposite happens also: I came across one player who has been playing since 2018, has played 5121 games and has a provisional rating of 2235! Come on lichess. Fix this problem

Which problem? If you don't play for several months, your Rating Deviation grows. You might discuss the Glicko-2 default value on how much it grows per day not played - as well as it is a deliberate decision of this website that it can't fall below 45. But there is nothing to "fix".

It's quite simple. Just add a filter for people with a provisional rating due to not playing rated games for a long time. A simple checkbox would suffice. That way we would still play newcomers but don't run into sandbaggers all the time.

It doesn't make sense in the first place that you get a "provisional" rating when you haven't played rated for a long time. Your rating should become "outdated" or "obsolete" and matching people based on outdated ratings is just silly.
