well you have to take the rook then you win but he checked you ur time run out and plus that isent a draw white has a rook he could all the pawns so no error you just lost on time.

No, the rook doesn't matter. Black's only legal move is Kxh4 capturing the rook, after which white has a lone king. Therefore, it is a draw, since white has insufficient material to force checkmate.
In addition to that, capturing the rook leads to stalemate.

This is probably why black's Kxh4 was not registered server-side.

From Article 6.9, www.fide.com/FIDE/handbook/LawsOfChess.pdf:

However, the game is drawn, if the position is such that the opponent cannot checkmate the player’s king by any possible series of legal moves.

In this case, it's black to move. Black may or may not have played the only legal move Kxh4. After black moves, white loses its rook and has only a king. In the event Kxh4 was registered server-side, white has only a lone king. Therefore, white cannot checkmate black's king with any possible series of legal moves. Hence, the result is a draw irrespective of whether the move Kxh4 was registered server-side or not, even if black's flag has already fallen (ran out of time).
