In this puzzle the given solution is: Qxd7 Rb3+ axb3 after which black gets a perpetual check with Qxb3+. The Lichess engine gives the entire line a 0 evaluation, so as far as I can tell this puzzle is flawed.

The puzzle is correct. This is playing for a draw. If not Qxd7 or Qxe3, white is getting mated quickly. Qxd7 is the more active plan as it establishes a threat of Qf7# and forces black to react via the perpetual. It's not too common to solve a puzzle that isn't pushing for an advantage, but I think this is a good example of forcing a draw.
