Prevent users from creating and accepting rated game challenges while their rating is provisional

A recent user who has been banned, @TheRacingApprentice, has managed to get onto the leaderboard within 50 games, less than one and a half hours by abusing the fact that his rating can be boosted by facing higher rated players and winning.
If we prevent users from creating and accepting rated game challenges while their rating is provisional, we can prevent events like this happening in the future.
I noticed that player, he became racing king #1 I think.

:l the only way out of provisional is to play rated games...so ya; that wont work lol.

That being said; you are correct that WAY WAY WAY too often do new players using engines end up on the Top 100 boards.

Sometimes they even stay there for days or weeks; before they finally get marked as a engine and removed; its rather idiotic.

There are multiple things they could do to fix this issue; but for some reason they dont really seem too keen on curbing engine use. Or better put: they dont seem keen on putting stop gaps that could potentially turn away new players even if these implementations could drastically lower the amt of engines.

There are tons of things, most of which ive posted somewhere or other; but to name a couple:
A) Completely get rid of provisional ratings. Have ALL players start at 1500 and work there way up instead of being able to hit 2k/2.5k+ on a provisional rating w/i less than 10 games. This would make multi-accounting & boosting pointless.
B) Have mods CONSTANTLY reviewing the games of the top 10 players. Go look at the top 10s. Go click on their highest rated wins. Maybe 3% have ever been reviewed. Thats stupid. This is why people hang around so long; till Joe Blow finally analyzes and types a report and notifies the mods....thats assbackwards.
Like a police force that only responds to calls, no patroling or taking any initiative :l=
I meant exclusively challenges, they would still be able to play standard lobby games and quick games.
The leaderboard doesn't include provisional players, and to get an established rating one either has to play many games or play against opponents with similar ratings. Here's the non-provisional filter:

Lichess does actively monitor some games and is open source if anyone wants the details of how that works. I can look into the possibility of expanding what's monitored although probably it will be very wasteful to constantly review games of the top 10 players. (It's possible this is already done; Lichess is a large codebase and I don't know all its details.)
If player A wins a lot of rating points from player B who hasn't played a lot of games, send the games for review. Possibly with the added condition that A hasn't played a lot of games either.

Should make it harder to get away with creating accounts purely for boosting purposes.

Preventing challenges would be useless. The players can just arrange to post and accept a seek within seconds.
