The homeless

I see the term'mental illness' mentioned here and there. The same "mental illness" that puts western shamans into psychiatric hospitals as schizophrenics, psychotics and whatnot. Some choose what meager alternative they've got.

They are being mentally mutilated by society, as many are. Young such male alternatives:
-prison
-looney bin
-one of the world's numerous armies
-drifting, hermitism, drifting etc.

And then there's tons of innocents. Lambs to the slaughter, as their horrorshow world simply swamps them, drains them, floods them, for them never ever to regain their feet.
And bad apples... Yeah...

the apples in the vale of evesham are not bad , and the few that are all get picked and pulped into cider so even they become good ,
now about that sticker , can i have one that says ,

Putting the homeless in empty homes/apartments is a fine concept but you will need to address some issues.

The owner of the building must receive some compensation for doing it . They have to maintain the property and pay the taxes ( And that figure will need to take into account the relative value of the property ).

There must be a system put into place so if the homeless person damages the property it is paid for without affecting the owners insurance rates ( otherwise they will no longer be able to afford insurance for ANY of their properties ).

The owners must be given exemptions from all responsibility for any action committed by the "assigned tenants" ( if they have no choice in selecting who lives in their property they cannot be sued or charged ).

The additional security that will be needed to maintain safety will have to be paid for ( there is simply no denying that people with mental illness and/or drug addictions WILL create more problems ).

The government will have to raise taxes to pay for all of this , by how much I have no idea but it certainly will be unpopular and a target for any party that wants to use it to win an election ( assuming its possible to put it into place , it may not last long ).

The final issue is the hardest : Places were homeless people are lodged will have neighboring tenants or homeowners unhappy or hostile.
Animals that behave in "odd" manners are shunned , driven away or killed by other members of the population . You can educate to attempt to reduce this , but this reaction will ALWAYS be persistent.

There are no good solutions to this , rebuild ( and expand ) all the former facilities that were closed by President Reagan as government run agencies would be simpler and less of a political football ( probably just as expensive since this IS government we are talking about ) but may be more of a long term solution.
