Don't want to play against 1500? players

Hi, I know I've already seen such a request on the forum. I'd really like to have the option to exlcude 1500? players when I create a game. Many of them are too weak or too strong to make it fun for me. I always suggest that they first get a rating.
They only can get a rating by playing against others with an established rating.
I should have mentionned for non-rated games, which are what I mostly play. I want my opponents to have a rating because I want to know who I win or lose against. Of course, for rated games it makes sense that they're free to join. For now, I just cancel the games but I don't like doing that.
I am convinced that a lot of these "new" players are simply players who get a kick out of changing their names and kicking ass as a newcomer.
Yes, many of them probably are, but many others are beginning players looking to try a bullet game, and who will use 8 seconds per move in a 1-minute game. Very few are actually worth around 1500, which is exactly the level of opponent I'm looking for presently. Every time I'm matched with a 1500?, -which is about 25% of the time- I cancel the game and get the ban warning.
From the home page, press the Lobby tab.
Now press the gear icon on the right of that tab.
Select what you want: Example:
In the rating range, select 0800 - 1450.

In the rating range there needs two exception rules: Friends accepted at any rating level.
Team members accepted at any rating level.

... even if they don't fall in the rating range.
perhaps go and look for 1550+ opponents to exclude unrated ones with base 1500.
