Also: I know of people who have had 1 centipawn loss in a game at similar rating and have gotten points awarded for winning the game.
So... this is still confusing...

Also, you seem to have fixated on the least relevant line of my previous comment. Look at the other numbers. What does it tell you about the player? You might find it instructive to perform a computer analysis of any game by Magnus Carlsen and look at the numbers there.
