Why draw is counted as a loss?

because you're supposed to win against a lower rated player. Well, that's lichess notation, it's not so bad
in fact, it's logical.
Imagine you make a lot of draws against a higher rated player. That means you have the same level as him, and, with this system, your notation will increase until it reaches his
Another way to think of it is that if you play a series of matches against the same player, your rating change should depend on the score of the total match, not how that score was achieved, i.e., two draws and a win should result in the same rating change as two wins and a loss.
You should look into how rating systems work. This isn't unexpected.
if you allow 3fold twice in a game you should not cry about draws.
