You can check

- ongoing tournaments like www.chess.com/ccc or tcec-chess.com/ , or
- rating lists like www.sp-cc.de/ , ipmanchess.yolasite.com/ or computerchess.org.uk/ccrl/

Note that it may take some time for rating lists to test Stockfish 16.1

Yes, because it's the development progress of Stockfish 17.
Even after minor releases (like 16.1), progression tests will still be made against Stockfish 16.

You can still use Stockfish with 1 thread:
> option name Threads type spin default 1 min 1 max 1024
Lichess for their website decided to disable that option because:

I'm talking about in Chessbase - create UCI engine
It seems that trying to set it to 1 thread doesn't hold - it reverts back to 8

2 threads does hold but not it seems when set to 1
